Enrolment Policy


The Board of Management of Rolestown National School has drawn up this enrolment policy in accordance with the requirements of the Education Act 1998.


Rolestown National School is a Co-educational school, which educates children from Junior Infants to 6th Class.  The school depends on the grants and teacher resources provided by the Department of Education and Skills and it operates within the regulations laid down.  The school follows the curricular programmes prescribed by the Department of Education and Skills, which may be amended from time to time, in accordance with the requirements of the Education Act 1998.

The Revised Curriculum is being implemented in the school in accordance with the timetable recommended by the Department of Education and Skills.


While respect is paid to all religions and / or value systems, Rolestown National School is a Catholic school with a Roman Catholic ethos under the patronage of the Catholic Archbishop of Dublin. As a Catholic school we are concerned with the education of the whole person, hence prominence is given to the quality of relationships alongside academic achievement.

Rolestown  National School aims at promoting the full and harmonious development of all aspects of the person of the pupil:  intellectual, physical, spiritual, cultural and moral.  The Catholic school provides Religious Education for the pupils in accordance with the doctrines, practices and traditions of the Roman Catholic Church and promotes the formation of the pupils in the Catholic Faith.  The children in 2nd Class are prepared for the Sacraments of Reconciliation and Eucharist and 6th Class are prepared for the Sacrament of Confirmation.


R.S.E. and the Stay-Safe programmes are in operation in the school.



The school supports the principles of inclusiveness, equality of access and of participation in school life, with respect for diversity of traditions, values, beliefs, languages and ways of life in society, whilst working within the context of the Rules and Regulations of the Department of Education and Skills.



The rationale of the enrolment policy is to provide a framework for the selection of applicants for places in the school.  The Board of Management in making decisions regarding enrolment, is bound by the Department of Education and Skills Rules for National Schools

Criteria for enrolment

The following are the criteria by which successful applications are decided.  The Board shall exercise its decision in the application of the criteria.

Places will be offered to:

  1. Brothers and sisters of children in Rolestown National School.
  2. Children living in the Parish of Rolestown / Oldtown .
  3. The children of the Staff of Rolestown National School.
  4. The children of past pupils of Rolestown National School.
  5. All children, regardless of religious belief, are entitled to a place should places still be available when groups 1-4 have been accommodated.


Children in all categories will be rated in order of age, starting with the oldest children.  The Board of Management reserves the right, based on the number of applicants, to determine the number of enrolments from each category.


Application for enrolment

The Board of Management in making decisions regarding enrolment is bound by the Department of Education and Skills Rules for National Schools.

Junior Infants / New Applicants

  1. All children for Junior Infants are required to be a minimum of 4 years of age on or before May 31st of the year of entry to Rolestown National School.
  2. Places will be offered in order of age.
  3. Evidence of Date of Birth will be sought. All children must provide an original Birth Certificate.
  4. Applications for enrolment in Rolestown National School should be made before January 31st of the year in which entry is desired.
  5. Confirmation of acceptance of a place must be received within 10 days of receiving an offer of a place.


(None of the above conditions guarantee a place)



Application Forms

Applications will be accepted only on the official enrolment form these are available throughout the school year in the reception area of the school.  They should be returned to the Secretary’s Office by post or by hand.  The closing date for the receipt of applications for Junior Infants is January 31st of the year in which the child is to start school.


Note:   The Enrolment Form must be completed in full.  It is important that Parents/Guardians provide all relevant information to the school, including any reports, or details of assessments medical conditions/special needs etc.

Decisions in relation to applications for enrolment are made by the Board of

Management of the school in accordance with the school enrolment policy.


When considering applications for enrolment the Board of Management must also take into account:


  1. The D.E.S. guidelines on class size.
  2. The space available and the possibility or otherwise, of providing additional space.
  3. Staffing provisions.
  4. Any other relevant requirements concerning physical space or the health and welfare of children.
  5. The presence of children with special education/behavioural needs.
  6. The parameters of the school’s health and safety policy.


The Board of Management reserves the right to determine the maximum number of children in each class, taking account of 1-6 above.


In the event of the number of children seeking enrolment in any given class or standard exceeding the number of places available the following will apply:


  1. Children who were unsuccessful in the previous year will be given priority. (This will not apply to children who have started in another school).
  2. Siblings of children already enrolled in the school, including step/foster siblings resident at the same address.
  • Children of Staff members, in accordance with i) above.
  1. All other applicants resident within the Parish of Rolestown / Oldtown will be considered, according to age. Priority will be given to the oldest applicant.
  2. Pupils are enrolled during the school year if newly resident in the Parish and subject to the criteria set out above.



Pupils transferring from other schools

Pupils transferring from other schools are enrolled subject to the rules governing National Schools and to:


  1. The Enrolment Policy of the school.
  2. The school being satisfied with the reasons for the transfer. (Information will be required from present/previous school concerning attendance, behaviour, educational progress and disabilities/special needs.)
  • The Board of Management considers the transfer to be in the best interests of the child.





Move Mid-Year

A child removed from the register of  Rolestown National School in accordance with the terms of Rule 64, 2(c) shall be re-enrolled at the request of his/her Parents/Guardians, following his/her removal, subject only to there being a place available in the school.



Children with Special Needs

Rolestown National School.is an ordinary mainstream school and is funded and equipped to function as such by the Department of Education and Skills.  We cater for children with a range of special educational needs.


It is the policy of Rolestown National School.to request an up-to-date Psychological Report and/or Medical Report and/or Speech and Language Report and/or Occupational Therapist Report or any other relevant report on any child with Special Needs seeking a place in Rolestown National School. These should be supplied with the application for enrolment.  The Board of Management will consider each application on its own merits based on the reports provided.  Any consideration of an application will be deferred until relevant reports are provided.  The Board also reserves the right to seek an independent opinion from a relevant professional in any matter, which it deems merits further clarification.  It is expected that Parents/Guardians will co-operate with this requirement.


The Principal, in consultation with Parents/Guardians, the Department of Education and Skills and the B.O.M., will seek to put in place the resources necessary to meet the special needs of the child.  Where this is not possible the Board of Management may recommend that the Parents/Guardians seek another school where the child’s needs can be better met.


As with all our children progress of special needs children will be subject to regular review.  Where it is deemed that:


(a)        a child is not benefiting from a place in Rolestown National School.i.e. his/her educational, emotional and behavioural needs are not being met due to the lack of specialised teaching resources, funding or facilities.




(b)       the presence of the child in a large class in Rolestown National School would cause a situation where educational needs of other children are not being fully met, then the Board of Management reserves the right to advise placement in a school better able to meet the child’s needs.  The Board also reserves the right to reduce the length of the school day for a child who cannot cope or who exhibits challenging behaviour i.e. behaviour which prevents the child from accessing the curriculum or behaviour which prevents other children from accessing the curriculum or a child who is deemed to be a danger to him/herself or others.


The Principal Teacher or his/her representatives will meet Parents/Guardians of children with special needs prior to enrolment and will outline the facilities and resources available in the school to meet the needs of the child.




Code of Behaviour Policy

Children enrolled in our school are required to co-operate with and support the School’s Code of Behaviour policy as well as all other policies on curriculum,

organisation and management.  The Board of Management considers Parents/Guardians responsible for ensuring that their child(ren) co-operate with the said policies in an age-appropriate way.  Acceptance of a place in our school by Parents/Guardians is indicated by an acceptance of the School’s Code of Behaviour policy.


Discipline Difficulties

When a child’s behaviour is continually disruptive requiring an inordinate amount of teachers’ time the following procedures will apply:

  1. Teacher will inform the Principal
  2. Teacher will inform Parents/Guardians
  3. Should there be no improvement in the child’s behaviour then: –


  1. Where a child is able to complete work but fails to do so there will be contact with Parents/Guardians of Junior and Senior Infants and First Class and a note in the Journal of children in Second to Sixth Class.
  2. The child may have to sit apart from the group to help him/her to complete work and to allow the group to work.
  • Where the unacceptable patterns of behaviour continues the teacher will document the difficult behaviour and consult with the Principal and the Special Educational Needs team in the school. The teacher will arrange a meeting with the Parents/ Guardians to discuss appropriate actions to be taken.
  1. Where the continued disruptive behaviour deprives others of participating in the learning process withdrawal from the class will be considered, but every effort will be made to put a specific programme in place for children experiencing difficulties. Special consideration will be given to children with special needs.
  2. Where a child is judged to be a danger to him/herself and others the Principal will seek to put procedures in place to ensure the safety of all involved. These may include a request to the Parents/Guardians to remove the child from the building for the remainder of the school day.  Referral to the Mater Child Guidance Clinic or NEPS Psychological Service or both, invoking of School Discipline Policy, which includes sanctions, up to, and including suspension, may be indicated.

Parents/Guardians whose child(ren) have been refused enrolment may appeal the decision under Section 29 of the Education Act 1998, by accessing the website of the Department of Education and Skills.

This Enrolment Policy will be reviewed annually.








School Opening Hours

Infants 8.50am – 1.30pm

1st – 6th Classes 8.50am – 2.30pm


It is the responsibility of Parents/Guardians to ensure the safe delivery and collection of their children to and from school.


The school authorities must be made aware of any changes in the arrangements for collection of children.



There is no supervision provided before 8.40 a.m.  Parents are advised not to send children to the school grounds before 8.40 a.m.




Admission Day/Date


The Junior Infants are enrolled into our school on the first school day of the first term.  Parents/ Guardians will be notified in advance of this date.
